Russian Doctor Sanctioned with Lifetime Ban from Athletics

Sergei Portugalov has been banned for life by the Court of Arbitration for Sport (CAS), following evidence that the Russian medical doctor had violated multiple IAAF Anti-Doping and Medical Rules.

CAS acted as a first instance decision-making authority for this matter, substituting for the Russian Athletics Federation (RusAF), who are currently suspended following a state sponsored doping programme. The decision by CAS states that Dr Portugalov is found to have broken the following rules:

Article 32.2(f) [“Possession of a Prohibited Substance or Prohibited Method”],

Article 32.2(g) [“Trafficking or Attempted Trafficking in any Prohibited Substance or Prohibited Method”]

and Article 32.2(h) [“Administration or Attempted Administration of a Prohibited Substance or Prohibited Method”]

Dr Portugalov has been sanctioned with a lifetime period of ineligibility from any involvement in Athletics, starting from 10 March 2017.
